My daughter qualifies as CSPA category but her ds 260 is not available

I received an email from embassy that my daughter qualifies as CSPA category abd she should join me to interview, but her ds 260 is still unavailable.I called NVC they say thr case is forwarded to embassy. Embassy is not able to locate the problem.what should I do, should I take ds 230?

You get case complete email from nvc ??? Is she qualify under CSPA or over CSPa ?
If yes then I think you have to take your daughter in interview. And they will give your daughter to another interview and open ds 260 for your daughter..
