My grandparents green card

My Grandparents are from England. They are in the process getting their green cards. However, when they arrive at the immigration office in Houston Texas to take their pictures and figure prints they only did my grandmother and not my grandfather. We tried to call to find out why but it been unsuccessful getting in touch with a person to help. Has anyone been though this before or have any advice?

Perhaps Grandpa is older??? -they only do biometrics for ages 14-79
