File I-130 in the USA or abroad

Hi,

I am a US citizen currently living in China and have been married to a great gal in August 2015.
She got a 10 years tourist visa to the USA before we got married. We intend to move to the USA next March.
My question is: Do we file the form I-130 right now in China or wait till we get to the USA (using her tourist visa) to file the form I-130 and I-485 (Adjustment status).
What's the best strategy?

Same question here! Are we even allowed to apply after having entered as a tourist? Being a EU citizen, I would just be in the ESTA.
But is it a shorter process to apply abroad or to enter the US as tourist and apply from there?
