I have been looking into Family based category and have failed to understand the backlog. So based on what I see each country has a quota of 1,828 visas per year. When I look into the number of visas issued though, India has only 100 visas issued in 2014, Vietnam and other countries are similar. Why is it that there is such a backlog but we don't even meet the basic quota for each country? Am I missing something?
