And the file for Immigration was applied in 16 March,2006 and the papers details were asked in 8 sept, 2009. My child is above 21 now. Embassy would invite us by 2-3 years to start the process. Is my child can immigrate by CSPA act?

Are you saying that I-130 was filed at USCIC on 3/16/2006 and follow up detail was asked by the USCIS in 09/08/2009? I am sorry but I am unable to understand your question here. Did the USCIC approve the petition in year 2009?
