Stuck waiting for interview date- What's wrong with this picture?

Priority Date Sept 10, 2014 for spousal greencard - us citizen/consular process
Website down all summer
Aug 3, 2015 letter received that all documents were received, waiting for IV fee and DS 261
Three weeks after website was up, we were able to log into it and pay fee and complete form
October 1 told that DS 261 was not reviewed yet wait 42 days
Nov 1 told that the military documents were "missing" (remember, they were in packet received in August)
Nov 5th received notice that documents were received "wait 30 days"
December 8th - "documents have not been reviewed yet, we'll send an inquiry, call back in 30 days"

What are we supposed to think here, especially after our friend who started consular process one month after we did had his interview already in China and has his green card now.
We will be doing our through Italy, but we can't even get an interview date

What recourse do we have that someone is not reviewing and losing our documents?

I don't know what it is about NVC "missing" documents, Happened to me at well for f4 category. Currently, still reviewing, haven't looked at the mail that they received. I don't understand why they give timeframe if they are not able to get it done within that timeframe. Anyways, enough of my rant, the true scenario is that the NVC is super backlogged. They need to come up with a plan to tackle it...
