My husband submitted his AOS package in October, but we are not able to pay the IV fee as yet because it is not available yet...we need to pay it and send IV package. How long will it take to become available?

Did your husband submitted DS 261 online or not?. Coz USCIS normally send IV fee info to person who is an agent in DS 261 form.
Since you send AOS package in OCT, its time for your husband to call NVC right away and inquire them about it. Coz it does not take that long at all.Disclaimer: This is NOT a legal advice. Use it on your own risk.

Your husband may be confused about the NVC steps. The $120 AOS fee is first and comes with the access info (State Dept case number and invoice ID number) to acccess the AOS and Civil Documents fee pages.
The $325 immigrant visa fee comes later, and that may be what your husband is mixed up about.
Also, however, the $325 fee invoice doesn't come until your husband submits form DS-261. IT doesn't matter if the agent whom your husband reported on the DS-261 does not answer his phone, because the NVC does not telephone agents normally.
If your husband submitted the sponsorship (AOS) documents he had either the initial Welcome letter with the $120 fee invoice or he accessed the NVC page with information that came with the $120 fee invoice.

Thanks for that information Ray B....the problem that my husband has it that he is unable to pay the IV fee online after submitting the AOS fee and choose agent from October 2015. He also indecisive about paying by check so that we can fill out the DS 260 form. Our priority date is December 2015! He is a citizen hence our case should not take more than a year.Last edited by Simone29; 12-27-2015, 10:16 AM.

He cannot pay by check until he has the invoice from the NVC. The invoice for the $325 fee usually shows up about 3 weeks after submitting the DS-261.
