When you get the Invoice ID Number, either in the Welcome Letter or by phone with the NV, you can proceed with the steps:
1. Complete Agent form (use someone in the U.S.)
2. Pay $120 sponsorship fee
3. Pay $325 visa fee when the second invoice comes
4. Submit sponsorship and civil documents together
5. Complete online form DS-260

If you are in the U.S., you don't need the NVC welcome letter to proceed. If you are "immediate priority," married to a U.S. citizen, you can prepare your I-485 package and include Approval NOA for your I-130.

If you are F4, and nowhere near having a "current Priority Date," with 12-year waiting being average, you cannot submit your I-485 now. It will be denied and your USCIS fee ($1,070) will be lost.
