Question about F3 Catagory

Hello Folks,

I need some understanding regarding Third: (F3) Married Sons and Daughters of U.S. Citizens category. I see on the US State department website for January 2016 there are two tables given for Family Based sponsorship categories.

Table one shows as follows.
A. APPLICATION FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE

Family-Sponsored All Chargeability Areas
F1---------------------15MAY08
F2A--------------------01AUG14
F2B--------------------01APR09
F3----------------------01AUG04
F4---------------------22APR03

Table Two shows as follows.
B. DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS
Family-Sponsored All Chargeability Areas
F1----------------------01OCT09
F2A--------------------15JUN15
F2B--------------------15DEC10
F3----------------------01AUG05
F4----------------------01MAY04

So the question I have is following:-
Question 1:--- For F3 category ... On first table I see the date of 01 AUG 2004 but on the second table I see the date for F3 as O1 AUG 2005... Why are they both different? My date of submission of F3 application is March 2006. So should I be waiting for first date or second date?
Question 2:---- If I am physically present in USA on the March 2006 date and that date comes on second table, can I do change of status?
Question 3:---- If I do change of status will I get EAD card immidiately to work till my date comes up for interview?

Filling date indicates case opening date it means choice of agent latter date
