I-864 question

I don't understand who has to fill the I-864 form. Me (beneficiary), my husband (petitioner) or the sponsor?

My husband (US citizen) is already in the US and started working a month ago. He doesn't have last year's tax papers as he just started there. Can he be the sponsor for me and our children?

Since your husband doesn't have prior year's tax returns. He will still fill out I-864 but he should also get a joint sponsor too. A joint sponsor can be anyone, friend, relative etc...
