Anyone Familiar with Using Brazil Matricula Instead of Birth Certificate?

Brazilian citizen wife currently in US, I 130 package filed.

Received RFE. At the time in Brazil when person got married they turned the birth certificate into the records office and received a marriage certificate (Matricula) that transcribed all the birth certificate information.

This was put in the original application with a note that it is in lieu of birth certificate.

RFE asks for original birth certificate. Any ideas?
