US citizen petitioned green card for siblings and mom. mom has green card

Hi,
It's getting confusing for me. I petitioned green card for my mom and younger siblings in 2009. My mom got her green card in 2010 and is becoming citizen in a few month.
How can I update my siblings' cases to speed up their processes based on my mom's green card? Each sibling has received a NVC case number.
should my mom apply for them separately?
Immigrant Attorney asks for a lot of money to answer my question.

How can my brother come to USA
Should I open company and sponsor him
Can he invest in USA and come like open a motel etc...
Any other suggestion

When your mother becomes a U.S. citizen, she can petition for your sister.

If your sister is 20 years old and not married, she will qualify as an immediate relative.

If she is either married or 21 years or older. She will qualify as a Family-Preference 1.

In both cases, it will be much faster than a sibling application...
