Will F3 Visa processing be delayed?

We had our interview last February 7, 2006 at the US Embassy Manila. The consul asked us to submit an I-864 before they can release our visas. My question is will the processing be delayed since we can submit our I-864 next week or will it be the same. I mean after we submit the I-864 will it still be 7-10 days or later? how long did you have to wait before you had your scheduled interview at embassy under f3 category. that is when is the petition filed and which country are you from im asking this just as a point of reference.
