paid Aos fees and completee ds261 form

Hi everyone. My case has been approved on june 11 2015 and i paid my Aos fees and completed ds 261 form and my mother who is the petitioner sent the Aos forms tax files and w2 documents to the nvc five months ago and still not been able to pay my iv fees and everytime i contact the nvc they told me my case is under cspa review since six months. Once i got an email from nvv stating that they sent the iv package to my agent but we didnt reveive it and later when i called them theu told me it was an mistake and my iv fee bill is not processed yet. So can i pay the iv fees through money order before they ask for it so they can review my cspa soon.

I am waiting to get my cspa done. My priority date is june 3rd 2014
Approval date is jun 11th 2015
Birth date march 25 1994
And i think my pd is current.
Submitted ds230 ds261 paid Aos fees and recently money ordered the iv fees submitted and financial as well as civil documents. What do nvc really look upon to determine if the cspa applies or not.
