Green card processing time for sister sponsorship

I sponsored my sister and fmly for a green card in Sept 2005. Looking at the bulletin, I see Priority date of: 01JUL03. Based on this, I'm assuming that she will get her green card ~2 years from now. Am I reading this correctly?
Someone I know sponsored her sister in 2008 and has already got it. Not sure if this varies by location (we're on either coasts).
Help appreciated.
