You mean to say that your file moved to NVC as of 12/01/2015. Check again, your I-130 must have been approved by USCIS earlier than that. Check when USCIS approved the I-130.

Yeah I filed my receipt number here, https://egov.uscis.gov/casestatus/mycasestatus.do and it says "On December 1, 2015, we approved your Form I-130, Immigrant Petition for Relative, Fiance(E), or Orphan, Receipt Number #######.

Okay, so it looks like currently, the child's age is 20 years and 18 days. The processing time that the application was pending at USCIS to NVC is 9 years and 8 months and 17 days. So subtract 8 years and 17 days from 20 years and 18 days. Approximately, 12 years. So This young person is eligible for CSPA. There are times when a person is on borderline age scenario and at those times, the consulate steps in to decide. Good Luck.

I am doing this calculation using priority date, but you should also have an approval date from USCIS. Are you saying that the case was approved by USCIS on 12/01/2015 or the case went to NVC for processing from USCIS?
