I 30 Greencard processing time for Sibling

Hi

I applied for 1-130 application from New Jersey for my brother in India in Nov 2013. It is processing under California service center and the current processing time there shows year 2011.
I have now moved to Texas and i see the current processing time for Texas service center as 5 mths.
Please advise. Can i withdraw and re apply from Texas as fresh new application or it does not matter.

You're mixing apples and oranges. Processing time for petition approval is not the same as processing time for an available visa slot.

Cancelling your existing petition and reapplying fro your brother would not be very smart...because either way it will take about 12+ years for an available visa for him.
