Green Card Application for siblings

Hi,
I want to apply for Family Based green card application for my brothers / sister. I'm a US citizen. I'm here after a long time after dealing with my own citizenship application and journey.

Someone was mentioning that there have been change in rules for applying for siblings ? If so, what are latest rules? Can I apply or not apply for my siblings?
My siblings are from Pakistan. Do someone knows what is typical wait time for Pakistan green card applications?

As of right now there is NO change in law to apply for USC sibling. So you still can apply for your brothers and sisters.

Wait time is at least 10 to 12 years now for F4 category.
