f4 please help

My uncle filed I 30 petition for my father in 2004 under f4 cat **** y but I don't have any approved letter. I have recipt of that from uscis. Now while going through uscis case tracking it show that
Case Was Received At My Local Office
On June 2012, we received your Form I-130, Immigrant Petition for Relative, Fiance(E), or Orphan, Receipt Number EACxxxxxxxxx at your local office.
My other uncle got their welcome letter and they have started their process so what to do now

Is your uncle is the US or outside of US. And where is he from. you can check

for final action. If someone is in the US, they can fill application earlier .
Seem like you need to call and ask USCIS.
I got the receipt and they asked for evidence, after that I got approved letter

call NVC (603-334-0700) give them petitioner and beneficiary's name and DOB with your EAC receipt number. They will let you know if the case is waiting for visa availability.

Something similar happened to my mom, she petitioned for her brother.
