I am an U.S citizen. I filed I 130 F4 for my 25 year-old unmarried brother in 3/2013. and it is still being reviewed at this moment. My parents just immigrated to U. S last month. They have permanent Green Cards. To make it faster, my parents want to file I-130 again for my brother with F2 category. The questions are; Should I cancel/ withdraw the first I-130 first in order to file second I-130 with my parents as the petitioner? or we can just file the 2nd i130 without telling them. If we withdraw the first I130, will it have any problems with filling the 2nd I-130 later? I really need you guys' suggestions. I really appreciate it. thank you very much.
