Hi, I have already submitted the I-864 for my wife with all the documents, and we are nearing 30 days on that. However, a lady at the USCIS desk said over the phone that the DS-261 has to be submitted online with choice of agent, though she put it down on her end. The agent would be me, the petitioner, as I am sponsoring her. However, the CEAC website does not allow accessing the 261 or IV Payment. It also says on there: "Please allow 15 days for the NVC to process your DS-261 before continuing to the next step." I don't know how I ended up completing what's after without doing this, but maybe that is why I cannot access it. It also seems there is no paper form, that it has to be done online. Not sure what to do.
