Applying GC for Mother after SB1 Visa Rejected in Mumbai

Hello,
My Mom and Dad (from Hyderabad , India) were here in USA in 2008 and there Green Card was processed here in USA. They got their Visa in 2009 and was valid for 10 years (My Brother sponsored their Visa).
However they left USA in Jan 2012 and after that did not return back for 3 years, which made their GC invalid.this year (2016) Feb, My Father passed away and we tried for SB1 (Immigrant re-entry visa) on a compassionate ground but was rejected in Mumbai. We were told to try for Visitor visa or reapply for GC.

We did not try got Visitor Visa, as the chances of getting Visitor visa now is very low. I have couple of questions:

1. What is the best option do I have now?
2. If we reapply for GC for my Mom, how long would it take, given she is in India (Hyderabad).

If you are a U.S. citizen and petition your mom for an immigrant visa, it will take 10-12 months for her to get an Embassy interview.
