GC status stuck 2 years

Hi everyone,

My father has had an I-130 application stuck in "case was received at my local office" since December 2014. We've been wondering, since my father is a canadian citizen, if this means the local office in Ottawa. This application was done in 2004 from Florida and we know their are a limited number of GCs in 1 year. Thanks in advance for any help!

If you, the petitioner, are a U.S. citizen, your father is not subject to any parent visa limit.

Something is wrong with his paperwork, or something in dad's background has caused the paperwork processing to come to a screeching halt.

How much effect have you and dad taken to find out what the problem is at Ottawa?
