I am filing I-130 for a family member and as a US citizen I know it will automatically be put in F1 category. Can I include a letter with the I-130 package opting out of F1 and request to put in F2A category? Is there a format for that letter and who should it be addressed to?

CSPA allows a person to retain the F2a and opt out of the F1 category when a parent naturalizes. It does not work in the reverse.
