I am submitting an I-130 based on my marriage to a US Citizen. I have included a copy of her (petitioner) passport, but we cannot find her birth certificate. Do I need both documents? The I-130 instructions (p2) says petitioner's birth certificate is required if he/she was born in the US. I was wondering if there is a strict view on this. Just trying to avoid delays in sending the application.

You need to submit "proof of citizenship," not proof of birth. A U.S. birth cert or copy of unexpired passport, either, will satisfy the requirement.

Passport is enough make sure it is at least 7 months valid (9-10 month to be on safe side), because they will ask you again to provide the same passport info for interview.
