My eldest son(us citizen) will turn 21 next month and planning to petition me and his dad. If ever approved my other son will turn 20 next year and my daughter 19. Can i file petition for them as soon as we arrived in the us? What document to present? or do we need to wait for our greencard?

Yes, soon as you arrive in the U.S., you will have "immigrant, Pemanent Resident" status and can immediately submit petitions for your children. The arrival annotation in your passport is your proof of status for up to a year, pending receipt of your Green Card.
