You will qualify for Family F1 preference. The current priority date is 22nd May 2009 which means people who applied for F1 category on or before that date are now getting GC interviews, needless to say if you apply now you are looking at many many years for your turn. You may want to explore the possibility of h-1 visa.

An H1 visa only comes into play if OP is currently employed in an eligible field that lacks qualified US workers in the short term.

That is obvious. Does it need re-iteration? That is why I said he should 'explore' the possibility.

Going thru a parent is a 7 year process, while going thru a sibling is a 13 year process at the moment. You decide; although both could be concurrently filed and go with whichever gets you a visa first. Bear in mind these are approximations.

Waiting period varies with country of chargeability of applicant, age and marital status of applicant.

For Philippines, siblings have to wait about 23 years.
For Philippines, married children of U.S. citizen petitioners wait about 20 years.
For Philippines, unmarried children over age 20 wait about 8 years.

I was going by general changeability areas. OP has already stated his place of birth is Poland, and he is unmarried.

                Well bit long.

                Thanks for infos.

Dad got canadian us and cuban passport.

Turns out that easiest / fastest way would be getting cuban passport it requires living in cuba just over 90 days and then go through cuban adjustment act
