i 130 application

hi dear,
me(gc holder) and my husband got married last year and i would like to file a i 130 for my husband who lives in bangladesh....i have gone thru with the application and i wanna know whether my husband has to sign the biometric application by his own or not , and how long does it really take to get approve for the visa these days...........
