GC for mom - India or US

I am planning to sponsor GC for my mom. What are the pros and cons of doing GC for her when she is in India vs when she is already in the US? Seems like there is more paperwork involved when she is in India such as PCC etc. But if she does adjustment of status in the US - seems like it takes longer to get GC. Any pointers are helpful. Thanks!
