File I-130 for parents together as one MAIL or Separate MAIL ?

Hi there

I am filing I-130 for both my mother & father.

Questions are:
- Shall I send 2 mails to USCIS individually for both ? Including marriage certificates ?
- Shall I send 1 final mail to USCIS for both my parents, obviously making 2 packets for each ?

You can make two packets and send in one final mail.
