I filed form I130 for my sister in 2003, and by and large, the application has been pending all this time.
- Around 2009, I had received some RFEs, to which I had responded with all the requested additional details. After that, no correspondence was received from USCIS.
- In January 2016, the priority date was current. NVC issued the official welcome letter, via email (postal copy was lost in mail). However, before we could submit any forms, documents of fees, the priority date retrogressed majorly.
- In October, 2016 visa bulletin, a priority date of 01-DEC-02 is listed for F4. Extrapolating from this, we expect my sister's priority date to become current in about 6 months.
What all can we do to be prepared before the date? In the same visa bulletin, another date of 01MAY04 is listed for "filing applications". Does this mean we can file the various documents and only the interview at embassy needs to wait?
This will be a consular processing, not adjustment of status, as my sister and her husband/daughter are all overseas.
