Applying for F1 while GC is under process

My green card petition is currently under process from my father and it's just in a waiting phase and I am currently back to my country. I am planning to join University again for my Masters and apply for student visa in US.
What I need to know is if I can apply for F1 visa again- if yes, is this going to effect the green card process at all?
Your suggestions/ advice are greatly appreciated. Thank you!

Please try to apply to some different schools other than the state where your father live.

I did the same and Visa was approved in first attempt.
