First off, thanks for all the good work that goes on here.
My questions: My wife filed am I-130 petition with me as the applicant while we were living in the US (I was on an L1). The petition was approved by the USCIS California service center. We are now living in the UK but would like to return to the USA. Using form I-824, do I need to ask the California Center to transfer the petition to the NVC (Box 1d) first and THEN ask the NVC to notify a foreign consulate (London) about the approval (using a new I-428), or can I go right ahead and ask USCIS to notify a foreign consulate through the NVC (Box 1b)?
