Long story short. She came to US on tourist visa. Meet a guy , fall in love and got married. He was a holder of green card. Suppose to file papers for her but all changed and they got divorced. After some years they get together again and have a baby. Now same thing. Separate. She have been living in US for 11 years on expired tourist visa. She would love to stay in this country so she need a green card at least. Cab she apply for adjustment of status because her daughter is a US citizen? She can't come back to her original country because there is no future for her daughter there.

She cannot immigrate unless there's someone to petition her in the first place. Her daughter cannot petition her until her daughter turns 21. When her daughter turns 21, if the laws remain the same, she can adjust status.
