Can the petitioner fill out/sign/submit the DS-260 Eletronic Form

Hi. I know the DS-260 is for the beneficiary/applicant but can the petitioner fill out/sign/and submit the DS-260 as well? I just want to make sure and do everything correct. I'm asking this because my husband does not have good internet service in his home country. If petitioner does it/will they get in trouble for that? I called customer service but they haven't responded to me. I will appreciate any response. Thank You A lot.

The reality is that a large perentage of DS-260 submittals are done by petitioners.
