You do not need to submit again. Did you subit his i485 adjustment of status? If not, you would need to do that now. Along with filing fee and copy of the i130 approval. In the meantime, they will send him a letter with date, time and location to go have his fingerprints taken.

Im sorry i just read he's not in the US
Here is what i found online:
If you are currently outside the United States and are an immediate relative of a U.S. citizen, you can become a permanent resident through consular processing. Consular processing is when USCIS works with the Department of State to issue a visa on an approved Form I-130 petition when a visa is available. You may then travel on the visa and will officially become a permanent resident when admitted at a U.S. port of entry.

Are you a US citizen or permanent resident?

You're not supposed to have submitted I-864 with I-130.

The next step is wait to be contacted by NVC.

This is my personal opinion and is not to be construed as legal advice.

            I130 Processing Time

            Hi there,

I'm an Indian Citizen and my husband holds an American Citizenship. We'd applied back in October '16 to which we received "On November 14, 2016, we received your Form I-130, Petition for Alien Relative" as a response on the USCIS Website. It has been the same since and we're waiting for the next update. Can anyone explain the time-line of the same as to how much time it takes for the next update and also how much it took for any of the member who've been through the same process?

            Thanks in advance!
            S
