I applied for I-130 petition for alien relative for my spouse and I sent all documents necessary and they approved on November, 2013. By the way, we got married in Turkish consulate, NY. I had a green card in that times and my wife came USA with a student visa for ESL. she left her school after our documents approved. We thought it's not necessary. After years, I become a US citizen on February 2016 and updated our case status from F2A to IR1. Finally they sent a notice for interview date in Turkey on last September but they revoked our case. They thought our marriage certificate is not valid because I am a US citizen that's why I have to marry with someone in US locale authorities. Now, 2 months ago USCIS received our returning files and it's under review. I think officer skipped the point in Turkey, there should be an exception, I applied for this case before naturalization. We've got valid turkish marriage certificate. It is certain. How come they don't accept our case, revoked it and returned our files to USCIS?

Did you follow the proper procedures for marriage in the place in New York where you married? Usually it requires you to first apply for a marriage license (i.e. a license allowing you to marry) with the county, and then someone authorized under the state to officiate marriages officiates it, and then you report it back to the county.

After married in consulate, they gave us valid Turkish marriage certificate. That's it. It's completely same as many friends have who married in Turkey. I reported it to Turkish authorities and they told me this is valid officially. There is no difference, it's completely legal. and also I have already sent it to USCIS before and they approved. They directed my case to US Embassy in Ankara, after all was fine. USCIS approved but US Embassy did not. How come?

USCIS will only accept evidence of a US marriage with the appropriate State and County Marriage License certified by the Clerk of Courts.
