Length of stay in the US required to file for F2 visa

Hey!

I am a green card holder for 2 years, but all the while living in India for studies. I have made entries into the US every year to renew my GC. Now I am planning to get married to an Indian citizen.

My concern is,
Will I be able to apply for the F2 spouse visa, but stay in India during
the process (making entries every year to keep GC)?

If I get a re-entry permit and stay in India for 2 yrs, will that hinder
the F2 visa processing?

F2 visa is only for the dependents of F1 visa holders, and not for dependents of green card holders.
