- My half-brother(son of my father) is in Dominican Republic
- He's 30 yrs old
- My mom wants to bring him to USA, but my father is dead

Could she fill a petition for him?
If yes, What would it be the procedure?
if not, What options would we have?

If you are talking about her getting him a green card then no, she wouldn't be able to do that. He is not her son and he is 30.
