Family based Green Card query for sibilings

Hi,

My younger sister is US citizen. I am from India. I would like to apply for green card through her under family green card-sibling option.
I would like to the clarifications for the following queries.
1. How much time(average) it will take to get it processed completely after apply?
2. How much money will it cost for this entire process?
3. When is the right time to apply?
4. This green card is applicable for my immediate family members also?
5. when my application is under process, still am I eligible for other visa applications (like H1B visa)

She must be 21yrs old or more to petition for you

(1) at least fourteen years, see the visa bulletin
(3) if this is your best path of immigrating to the united states, then as soon as possible
