After becoming US citizen write a letter, along a copy of your US citizenship certificate or US passport and copy of your wife's NOTICE OF ACTION to USCIS service center or NVC (Where ever your wife case is pending).

Through this letter you can notify the USCIS that you have become an US citizen and request them to change your wife's immigrant visa category please.

Thank you for the reply Awan96.
In that situation, assume my wife's I-130 is approved and i become a citizen: I send NVC the docs but when should i apply her 485 under counselor processing?

I-485 is to apply for Adjustment of Status. If she is doing Consular Processing, then she is not doing Adjustment of Status, and won't ever file I-485.
