Can apply for new I-130 under F-1 while earlier under F-4 still pending?

An application under F-4 (siblings category) was filed by my US Citizen daughter for my son and her brother from India. The Priority Date may take about 14 more years before it becomes current as of today. I received my green card in 2014 and if I apply for him as LPR under F-1 category it may take about 6 years. Can I file another I-130 for him while the earlier is still pending?
