Get it. Can they get I-551 stamp at USCIS overseas office (the same office which issues transportation letter)?

Expiring I-551 stamp, no green card yet, but now in overseas

They will probably be denied boarding by the airline because they will have no valid document that will allow entry to the US. They should get a transportation letter from a US consulate.

My parents entered U.S. via family-based immigrant visa on July 8, 2016. Their permanent resident cards have been in production since then. When they entered U.S., their immigrant visa was endorsed with I-551 stamp to evidence their permanent resident status for 1 year since July 8, 2016.
They returned to home in May 2017, and now it looks that they will stay beyond early July. At that time their I-551 stamp will expire.
