Wife's brother

Hello there,

For a US citizen to bring sibling takes 10+ years. My wife (citizen) wants to bring her parents and minor brother (18 years as of today) to usa. She applied for her parents and they have received greencard and are here. Now my wife's parents want to apply for his minor son on F2A category since it has only 15 months delayed on priority date. Has this been done before? Will uscis or us embsasy deny his brother's visa?

I don't see why he wouldn't get his immigrant visa, unless he is inadmissible for some reason
