Accompany Child not got IV fees invoice - what should we do now?

Dear All, My name is besty and I have read many your posts on other threads and have a question. I would be really greatful if you can help me. My grand Dad (ker **** **, main beneficiary, F3 category) received letter to fill and send the documents to NVC. And the petition was pending at USCIS for more than 5 years. I don't know if my brother is eligible for CSPA or not? So far we have filed choice of agent and Paid AOS fees. i got IV invoice for my mom and Dad but could not get it for my brother. but i can see his name under accompany child. Though the Visa availability is not current yet, but I am trying that my brother face the interview with my parents.
