Wait or file for I-130 now?

My mom is scheduled to arrive in Oct for a return trip (my wedding) on visit visa. She will go back after about a month. If I apply now, will she encounter any issues at the POE? She is coming with my sis and both have return tickets and will go back.

I am filing due to the congress bill RAISE and hoping to file before that gets passed in the senate etc.

If she had tourist visa valid for 1 year, that would not be a problem.
