I have applied Family Based GC for my Mother... Received RFE to provide marriage certificate ...
Their marriage was NOT registered. I was NOT able to obtain a Non-Availability of Marriage Certificate from my local office.
I have created marriage witness affidavit through my mother's younger siblings, I have my mother's wedding photo (old one - and only one photo), and photos of their life together and my mother and father passports with spouse name mentioned... Also, sending a self-affidvavit from my mother.
I am planning to send the above as secondary evidence? Is this sufficient? can I send without the non-availabilty certificate?
Please let me know... I need to respond in two weeks time...
