    Hi

    My father is a widower and does not have a marriage certificate. I want to sponsor green card for him. The government authorities in India says they cannot issue marriage certificate because my mother is expired. My father has my mom's death certificate and legal heir certificate which are having my fathers name as husband. Can these documents be sufficient. A self affidavit with notary signature can be done in India. Please advise as to what needs to be done in this case.
