upgrading i-130 from F2A to Immediate relative

hello, so i filled I-130 on mar, 3 2017 and that also my priority date for my wife when i was permanent resident. i became US citizen on Oct, 26 2017 and sent the my naturalization certificate along with NOA1 ( case was received) and letter requesting to update my petition from F2A ( which second preference where there is limited no of visa available each year) to immediate relative ( where there is no limit on the visa and my wife does not have to wait). On Nov, 11 2017 i submitted an inquiry regard my wife's case on USCIS website that its out side of normal processing time and on Nov, 10 2017 i received a letter in mail saying ( thank your for submitting an inquiry and USCIS has now new service where you can call also) attached with my NOA1, citizenship certificate, and letter that i sent requesting to update my wife's petition without any explanation that why they sent it back. Now i am very confused that its been more than 8 months and the petition hasn't been approved yet. At this point i have no clue why they sent it back with any explanation if they have upgraded my petition or not. upon checking the case status it still says that ( case was received) . i cant get ahold of them over the phone since the wait time is too long and no picks up. has anyone know or have similar situation? any help will be appreciated thanks.
