applying GC for my mother outside of the state

I want to apply for my mom GC she had visa back in 2005
but her visa has been expired after 5 years, now I want to apply for her Green card, should I apply for visa first or just apply for the gc
but we cant find the I-90 from the old passport
also I want to know what document do I need for her GC

I am doing the same for my mother, what documents are you submitting along with I-130?
